The LP-Gas, LNG, and CNG regulations adopted by the Commission
Pursuant to the Texas Natural Resources Code (TNRC), Title 3, Chapter 116, the Railroad Commission of Texas has adopted the Regulations for Compressed Natural Gas, under TAC, Title 16, Chapter 13.
Below are links to all the regulations adopted by the Commission either directly or by reference.
The Regulations for Compressed Natural Gas can be easily saved on your computer for future reference and can be searched for key words or section numbers. In addition to the Commission’s Regulations, this PDF also includes the State statute governing CNG. The PDF version is provided for informational purposes only. The official rules of the Railroad Commission of Texas are found in the Texas Administrative Code (TAC), Title 16, Part 1, Chapters 1 through 20. The TAC is maintained by the Office of the Secretary of State.

The regulations for the transportation of Compressed Natural Gas include the requirements of Code of Federal Regulations (CFR) Title 49. The LP-Gas Safety Rules adopted January 6, 2020 has multiple effective dates throughout the chapter. The PDFs below break down each section of the Safety Rules. There is a file for those changes that went into effect in January 2020 and a file for those changes that become effective in June and/or September 2020. These files are meant to assist with understanding when the changes go into effect and what changes were made from the 2016 edition to the 2020 edition. These files do not include all changes that were made effective in January, it only highlights the sections with future effective dates.

In addition to the Commission’s LP-Gas Safety Rules, the Commission has adopted by reference the National Fire Protection Association’s Liquefied Petroleum Gas Code (NFPA 58 - 2017 edition) and National Fuel Gas Code (NFPA 54 – 2018 edition).
